Legislature heads to on-time adjournment

(Thursday, March 10, 2016 - Tallahassee)  With this Tuesday’s agreement on a record $82.3-billion state government spending plan, House and Senate members appear poised for an on-time adjournment this Friday. Florida’s constitution mandates a 72-hour “cooling off” period before a final vote can be taken on the budget plan negotiated through the conference process.

Budget Negotiations Slated to Start

Tallahassee – Much of the Legislature’s work during its seventh week centered around finalizing state budget details in preparation for conference committee meetings planned to take place over the weekend and extending into early in the following week. Both the House and Senate versions of their respective spending plans still have major differences that must be resolved, primarily centered on education issues and on differences in the amounts each proposes for tax cuts and economic incentive funding.

HMOs Must Provide Chiropractic Care upon Request by a Subscriber

     HMOs that offer services through a managed care system must offer that care through a system in which a primary physician licensed as a chiropractor is designated for each HMO subscriber upon request of a subscriber requesting chiropractic services.1 The designated chiropractic physician is responsible for coordinating chiropractic care the subscriber requests.2 Stated differently, a chiropractic physician must be assigned to each HMO subscriber who wants chiropractic care. That designated chiropractic physician is the gate keeper for that subscriber’s chiropractic care and either treats the subscriber or refers the subscriber to another chiropractic physician on panel for medically necessary care.3

Lawmakers hit midpoint, budget work dominates

Tallahassee – As the legislature’s annual 60-day session hit its midpoint last Wednesday, lawmakers in both the House and Senate devoted much of their time to finalizing and passing each chamber’s version of a proposed spending plan for state government for the coming fiscal year. They are now in a posture to begin meeting in conference committees as early as next week as they work to resolve differences in the two plans.
